I found this article on the marriage chart of Prince William and Kate Middleton very interesting, in particular by also moving that chart through time. wedding prince williamPersonally I would also include the overlays of the marriage chart to the natal charts, and the composite (though it was only when reading the article that I had the idea). Oh and she does not mention this, but I´ve read quite a few times that the ASC and its significators signify the husband and the DESC and its significators signify the wife. The exact time of a marriage time woujld be timed by the first "I do", and that is usually the man saying it, so I think that is the reason the husband is signified by the ASC, as this is the beginning of a chart. Our very personal Aries point. Anyway I thought it was an interesting read.

I would think it should be timed to the priest or presiding official saying "I now pronounce..."

That is what Alice Portman used - others time it to the "I do" - personally I am inclined to pick the time the people said their "I do`s" as this is the moment they proclaim their intention, and that is in my opinion the sacred moment. Of course the proclamation by the priest or presiding official is the moment when the intention becomes legal and a binding contract, so there is something to that perspective, too.
In practice however I don´t think it will make even a difference, usually the priest or whoever is speaking the proclamation, is saying those directly after the "I do" of both people and this usually does not take more than a minute.
More difficult it is though to really be sure as to when that moment (I do or proclamation) took place, as we often just know the beginning and end of the ceremony.

Funny enough my mom actually remembers the exact time my Dad and her were proclaimed husband and wife (she considers this the important moment, too, so maybe you are right ), (there was obviously a huge clock at the wall opposite the desk they were standing in front of. lol)

Sorry but whats a significator? are those planets that aspect asc or its the asc ruler?

Significators are the rulers of ASC and DESC, some would also consider planets in 1st and 7th house as significators, and usually in marriage charts Sun and Mars for the man, and Moon and Venus for the woman. But of course that is debateable.
