I have thought a lot about the definition of trust and fidelity, which often are conflated with duties. Someone might be physically there might still have inadvertently betrayed his/her partner in other ways, including neglecting the emotional commitment of a relationship.
The way it tends to manifest negatively with pluto-venus or neptune-venus or even saturn-venus aspect is that a partner is interested in maintaining the social status and image (neptune), or maintaining full control (pluto) because the idea of his/her partner being with someone else somehow means he/she does not have power, or two people might just be there because there is a sense of duty (saturn) but the relationship itself is as dry and dead as Sahara desert. And then a uranus transit happens or some sort of uranus synastry happens that lead to the ultimate ... dun dun dun ... betrayal, which is also the symbolic square between scorpio and aquarius when the cheater realizes he or she can feel alive, and authentic when connected with someone else.
When neptune/pluto/saturn aspects manifest positively, there is a sense of unifying with the higher self to continue challenge oneself to give to another unconditionally (neptune/pluto) and to not take someone's commitment for granted (saturn).
Shame is often a saturn/neptune thing - how one relates to others in terms of how one should feel about an event while guilt is a uranus/pluto thing - yes I said Uranus, because Uranus does not want to suppress or deny oneself.

Yes, what does one define as 'cheating'? I suppose it's different for different people. I've had this conversation with my friends - and they each have different ideas of it. So it seems to be highly personal in nature. That's a great observation on shame and guilt. Especially about Uranus. It does not want to suppress or deny itself - true. Whatever Uranus does, is not malicious in nature. It doesn't set out to passive-aggressively prove a point. Since the motive is not 'about' the other person - the potential hurt is more of a consequence, than intentional. That's probably why the aftermath manifests itself as 'guilt', if any...? However, I do think Neptune feels guilt too? It is boundaryless and wants to live up to the ideal it has set out for itself.
