you are right!
I checked for M (she is going to have a Moon-Priapus on 5 Scorpio this year) and for myself (I Had Moon-Priapus on 18 Leo in 2016), in both cases the speed was over 15°!
I also checked for my progression having a Moon-Lilith-conjunction (3 Pisces, in 2030), and then the speed of the Moon will be 11°51, which is below the average of 13°10 so slow.
Well of course it makes sense! Priapus means Perigee means closest distance of Moon to earth, so it is closer and can make its course round the earth faster.
It ALSO means that Priapus IS something. The only thing is, I am always trying to discern if the true Lilith/Priapus or the interpolated one (h21/h22) are the right ones. True Priapus is exactly opposing true Lilith (h13) btw, while Priapus (the interpolated one) often is quinkunx Lilith (i). Anyway those times when Moon is conjunct Priapus or Lilith, unfortunately the true version falls together with the interpolated version, like exactly, damn it. lol
But anyway about the Moon`s speed, I was reading in a booklet about progressed Moons yesterday and came about this here:
"However, in the course of its progress each month, the transiting Moon will move quickly through one or more signs and sometimes it will move slowly compared to the average. During any given month, the Moon will move at different rates of speed through the signs of the zodiac.
