It is normal to have two signs in one house. Even if a house is at the very end of a sign, it is still defined by the sign it is in. Interceptions are cases in which a sign doesn't cusp a house.
For example, my first and second house both fall in the sign of Scorpio, but my third house falls in Capricorn. Sagittarius is completely skipped in this case and is therefore intercepted. This usually indicates a lack of development of the energy those signs represent, something one may have lacked in childhood. You would have to find the ruler of the intercepted sign and where it falls to see how you would manifest this energy and learn how to develop it.
